NOTICE OF RACE 2011

International Racing Rules of Sailing ISAF 2009-2012 (RRS).
ISAF Offshore Special Regulations Category 2 Races
Between the official times for sunset and sunrise the right of way rules of the International Regulations for Preventing Collisions at Sea (IRPCAS) shall replace the Rules of RRS Part 2.

3. ELIGIBILITY:
Monohull boats with length over all greater than 10.50 m (LOA) – 35 feet:
Division OPEN, according to length over all (LOA).
<MINI TRANSAT Open 650 Class
Division IRC, Boats having a current and valid IRC rating certificate for 2011. are eligible to compete in an additional IRC division, apart from main OPEN division.
Not eligible - Boats with hiking trapezes, sliding platforms and platforms which are not part of hull construction .
Vis-Dubrovnik -Palagruža-Vis
Non stop
Mandatory mark close to Dubrovnik is island Sv.Andrija , but depending on weather condition RO may change the rounding mark to island Daksa or Lokrum .
Length of the course: cca. 225 NM
Organizer reserves the right to change or shorten the course.
5. ADVERTISING:
Regatta has advertising category C according to ISAF regulation 20, Advertising Code. The Organizing Authority may require all competitors to display bow decals at first 20% of the hull length.
6. Length over all measurement (LOA):
The straight line measurement from the foremost part of the boat to the aftermost part of the boat, measured parallel to the centerline and to the design waterline. Integrally formed, molded, or welded components and appendages, such as bow pulpits, swim platforms, attachment structures for the propulsion systems, and structural rub rails installed by the builder are included in the length. Attached bowsprits, pulpits, boomkins (bumpkins), rudders, sails, outboard brackets, handles, railings, and other similar attached extensions are not included in the measurement.
Length over all is criteria for boat divisions, and LOA stated in IMS or IRC certificate is acceptable. Owner or skipper has to provide LOA in entry form and sign with respect to RRS 69.

8. ENTRY FORMS:

Entry fee is 600,00 kn per boat plus + 10,00 kn per each member of boat crew ( Cro Yacht asociation TAX )
Entry fee shall be paid till 14.00h WEDNESDAY 27.04.2011. in the regatta office.

Sailing instructions will be available to all competitors at regatta office from 10:.00 to 17.00h WEDNESDAY 27.04.2011.

13.DOCUMENTS :

Certificate EC standard category (recommended)
Skipper shall sign a statement to confirm fulfilling the requirements from:
ISAF Offshore Special Regulations (Category 2 Race)
14. SCORING:
Boats will be ranked generally and in divisions according to their finish time.
A boat that did not start, did not finish, retired after finishing or was disqualified shall be scored points for the finishing place one more than the number of boats entered in the boat division. Race is valid if one boat finish the race.
Additional IRC division will be scored according to the corrected time.
15. PENALTIES:
Jury may penalize following infringements without hearing:
RP42 propulsion infringement – DSQ RRS 67
Invalid data provide din entry form – DSQ RRS 3
Crew replacement or change without prior confirmation with RC committee- +5% on elapsed sailing time
16. PENALTIES FOR PART 2 RRS:
One turn 360° which is changing RRS 44.2
Boat may accept scoring penalty according to RRS 44.3. Such a boat will be penalized with 20% scoring penalty calculated on number of the boats in division, but no less than 3 penalty points.
17. PRIZES:
Boat with best elapsed time will be awarded with trophy.
Trophy will be awarded to first boat in each division.
Trophy will be awarded to second boat in each division with no less than 5 entries.
Trophy will be awarded to third boat in each division with no less than 7 entries.
Trophy will be awarded to fourth boat in each division with 10 or more entries.
First boat in each division will receive practical prizes.
Winner of the race (boat with best elapsed time) – will be engraved on perpetual trophy exhibited in organizers office.
Additional award to the winner of the IRC division.Organizers may award other prizes. (for instance PARAFRUGEL )
18. MANDATORY BOAT EQIPMENT:
Skipper shall sign a statement to confirm fulfilling the requirements from:
ISAF Offshore Special Regulations Category 2 Race
Organizers will check following equipment list prior to final entry confirmation (abstract from APPENDIX C Standard Inspection Card - ISAF Offshore Special Regulations):
Life raft with valid certificate capable of carrying the whole crew stowed in appropriate position
Lifelines, harnesses for all crew members
Storm main sail (for sufficient number of reefs) and storm fore sail (storm jib , trial sail)
Radio VHF
Additional waterproof VHF radio
Horseshoe with floating rope and light
Rigging cutters
Flashlight + spare batteries and bulbs
Anchors (main and spare) together with a suitable combination of chain and rope, all ready for immediate use
Spare navigational lights
Required number of flares etc.
Means of closing sea cocks and valves
Required number of fire extinguishers
Fuel sufficient to cruise 100 Nm
Water supply sufficient for all crew members for 3 days
Race Committee may require the boat inspection anytime before or after the race., and may disqualify the boat in case of discrepancy with rules.
19. MOORINGS:
For all regatta entries moorings will be provided free of charge in port
